1- Curso: 41st Short Course on Conservation of Biodiversity (SC 41)
DURACIÓN: : 7 - 27 September 2007
LUGAR. Techische Universität Dresden, Germany
GENERALIDADES: The conservation and sustainable use of biological
diversity are essential elements of sustainable development strategies
at all levels. But in spite of the 1993 UN Convention on Biological
Diversity (CBD) as the key management instrument the current extinction
rates are considerably greater than natural extinction rates and little
progress has been made to meet the 2010 targets.
The course will therefore focus on the one hand on values of
biodiversity, and causes as well as consequences of biodiversity loss
and on the other hand on the CBD including the Conference of Parties
(COP). The conservation of natural resources by sustainable land use
management, by establishment of protected area networks and by ex
situ-activities will be covered as well. According to the COP 9, which
will be held in Germany in 2008 issues for in depth discussions are the
Ecosystem approach, agricultural and forest biodiversity, the Global
Strategy for Plant Conservation, invasive alien species and incentive
measures.
Excursions to the International Academy for Nature Conservation on the
Isle of Vilm (Baltic Sea), to various protected areas (Biosphere
Reserve, National Park, SCI of NATURA 2000 of the EU), Botanical Gardens
and Gene Banks are part of the curriculum and are to inform about latest
developments in the field of biodiversity management. The lectures are
mainly held by internationally renowned professors of Technische
Universität Dresden as well as experts of the Federal Agency for Nature
Conservation.
OBJETIVOS:
Participants are expected to acquire knowledge on international
agreements on biodiversity and habitat conservation as well as on new
concepts, methods and tools for ecosystem management. After having
participated in this course they are able to actively contribute to the
assessment, monitoring, conservation and sustainable use of biological
diversity and thus to the implementation of the CBD in their respective
countries.
DIRIGIDO A:
This course addresses mainly experts, managers and decision-makers
working in fields of environment protection with special focus on nature
conservation, ecosystem management and land use planning, including
nature-compatible tourism development.
CERTIFICACIÓN:
Participants successfully completing this course are awarded a
Certificate of Proficiency in Conservation of Biodiversity

2- Curso 42nd Short Course on Water Management (SC 42)
DURACIÓN: 18 October - 8 November 2007
LUGAR. Techische Universität Dresden, Germany
GENERALIDADES:
Water is a finite and vulnerable resource; it is essential to the
viability of all the world’s ecosystems. Ecosystem’s health in turn is
critical to the quality and quantity of water supply. In spite of the
considerable progress since 1990, one third of the global population
lives under water stress conditions and if there is no change in the
present trends, by the year 2025 two thirds will have to face serious
water problems. The availability of water in the face of exponentially
increasing demand indicates the potential for disputes and conflict both
within and among states over water resources.
Therefore the UN Millennium Development Goal No. 7 demands to halve the
proportion of people, urban and rural, without sustainable access to
safe drinking water supply and basic sanitation by 2015.
In the third year of the UN Decade “Water for Life: 2005 – 2015”, this
course is to be seen as a contribution to the environmental capacity
building for the protection and sustainable use of the available water
resources. The course addresses both water quantity as well as water
quality issues of an integrated water management.
Therefore the curriculum comprises lectures, seminars, site visits and
excursions on water management aspects like: meteorology (climate, water
cycle), hydrology (water balance, basic hydraulics, catchment hydrology,
hydrology of extremes), groundwater (groundwater flow, water extraction
and safe yields, artificial groundwater recharge, salt water intrusion),
surface water (irrigation, principles of reservoir design, sediment
transport and erosion, flood protection, rehabilitation of rivers and
lakes, ecology of inland waters, mechanisms of eutrophication), urban
water (urban water infrastructure, water purification, drinking water
distribution, waste water treatment), and decision support systems to
list some of them.
OBJETIVOS:
Participants are expected to acquire knowledge and skills to be able to
contribute to an integrated sound water management in their respective
countries.
DIRIGIDO A:
This course is designed mainly for managers and decision-makers with
pertinent professional experience in water management.
CERTIFICADO:
Participants successfully completing this course are awarded a
Certificate of Proficiency in Water Management.
PENSIÓN:

3- Curso 43rd Short Course on Sustainable Transportation (SC 43)
DURACIÓN: : 22 November - 13 December 2007
LUGAR. Techische Universität Dresden, Germany
GENERALIDADES:
More than 50% of the world’s population are urban residents, often in
rapidly expanding mega-cities. This implicates serious pollution, in
part caused by transport systems, which frequently are compromised
beyond their limits thereby often restricting access to services and
further economic upswing.
Worldwide, the number of vehicles is estimated to grow from 580 million
in 1990 to more than 800 million by 2010. Already now transportation is
responsible for dominant parts of air pollution damage to health due to
NOx, PM and other local emissions, and for about 1/3 of greenhouse gas
emission thereby affecting global climate. For the USA external costs,
(i.e. costs not covered by users) from motor vehicles are estimated at
about $ 300 billion. This situation is not sustainable.
On the other hand, traffic is essential for society to provide access.
Sustainable transport has to put the needs of present and future
populations into first place, considering all groups of society, and to
allow these needs to be satisfied.
The course deals with developing strategies to integrate transport into
the concept of sustainable development. Participants are supposed to
share their experience by presenting the national traffic policies, by
discussing them with their course fellows and by developing sustainable
processes and measures for their countries.
Professors of Technische Universität Dresden as well as experts from
industry and the German Federal Environmental Agency will elaborate on
approaches to holistic traffic planning and to concepts for sustainable
transportation. Topics include: Current situation, evaluation procedures
and manuals, alternative fuels and engines, transport planning, regional
planning, pollution and noise, fuel consumption and climate change,
public transport, walking, biking, measuring access and the needs of the
population in regards to transports.
OBJETIVOS:
Participants are expected to acquire professional skills in order to
efficiently support the environmental policy of their respective
countries with regard to transportation aspects and to be able to
initiate own projects on all administrative levels.
DIRIGIDO A:
This course is designed mainly for specialists at upper managerial level
with a profound professional background on transportation aspects.
CERTIFICADO:
Participants successfully completing this course are awarded a
Certificate of Proficiency in Sustainable Transportation.

4- Curso: 31st International Postgraduate Course on Environmental Management
for Developing and Emerging Countries (EM 31)
DURACIÓN: 15 January - 15 July 2008
LUGAR: Techische Universität Dresden, Germany
GENERALIDADES:
This 6-month course covers environmental management as an integrated
interdisciplinary field. Therefore a broad range of topics is offered.
The curriculum is organized in modules comprising issues of global
sustainable development, environmental governance, environmental
security, environmental economics and accounting, environmental
awareness and public participation, applied ecology and ecosystem
management, conservation of biodiversity, water management, waste
management, energy for sustainable development, environmental assessment
and environmental management systems, cleaner production and products
and eco-efficiency, sustainable mobility, sustainable tourism as well as
rural and urban land use planning. To provide survival knowledge of the
German language a crash course is part of the programme. The lectures
are held by professors of Technische Universität Dresden as well as
experts from various national and international institutions.
A multitude of excursions to protected areas, industrial plants, public
utilities for energy, water supply, waste water treatment, as well as
waste recycling and disposal plants, environmental agencies and
administrations etc. round off the course. They illustrate environmental
problems and give ideas of successfully applied integrated environmental
management practices. Participants are required to carry out a profound
research on a specific environment related subject and present the
results of this research in a symposium at the end of the course.
OBJETIVOS:
Participants acquire the ability to develop interdisciplinary strategies
for sustainable development and to take appropriate measures for an
environmental protection that takes ecological, socio-economic and
cultural aspects into account.
DIRIGIDO A:
This course is particularly designed for decision-makers of public
administrations both at national and local level requiring an
overall-competence in environmental matters. To gain the optimum from
this training course, a first university degree (BA, BSc, e.g.) is
absolutely indispensable.
CERTIFICADO
Participants having successfully completed this course are awarded a
Diploma of Environmental Management.
PENSIÓN:
Euro 450.- per month, sufficient to cover all basic living expenses
during the course and additional allowances of Euro 100.- in January to
settle in, as well as Euro 150.- in July to send home books, etc.

LATIN AMERICAN WORKSHOP ON NONLINEAR PHENOMENA (LAWNP 2007)

This series of international conferences brings together physicists and
other scientists who focus their work on several aspects of nonlinear
phenomena and interdisciplinary science. Previous conferences took place
in Bariloche, Argentina (2005), Salvador, Brazil (2003), Cocoyoc, Mexico
(2001), Cordoba, Argentina (1999), Canela, Brazil (1997), Bariloche,
Argentina (1995), Mar del Plata, Argentina (1993), Santiago, Chile
(1990), and Mar del Plata, Argentina (1988).
LAWNP meetings have played an important role for the Latin-American
community that works in this interdisciplinary area, providing
opportunities for researchers to catch up on the most recent advances in
the field, to listen to tutorial talks on different themes, and to
present their recent results. LAWNP meetings is open to contributions in
topics such as: Non-linear dynamics, Non-linear optics and quantum chaos,
Complex systems, biologically motivated problems,Granular materials,
traffic dynamics

INVITACIÓN A ESCRIBIR EN EL ALMANAQUE 2008 – B.S.E.
El Banco de Seguro del Estado se encuentra abocado a realizar la Edición
2008 de su tradicional Almanaque, publicado desde el año 1941.
EL mismo contiene los aportes de mucho e invalorables colaboradores que,
a través de diferentes temas, producto de su especialización brindan a
los lectores un variado y rico material.
Por este medio se desea brindar la posibilidad para que un mayor número
de personas participe y nos haga llegar sus colaboraciones.
El trabajo deberá ceñirse a las siguientes pautas:
-Extensión máxima: 5 páginas tamaño oficio escritas a doble espacio,
tamaño de letra 12 (9800 caracteres), incluyendo espacio para las
ilustraciones
-Ilustraciones: (fotos, dibujos, etc), deben acompañarse de leyenda, o
de la aclaración que se estime pertinente. Su inclusión quedará
supeditada a la propuesta del diagramador.
-Lenguaje: accesible de acuerdo con la diversidad del público lector.
-Corrección final: se efectuará en coordinación con el diagramador
-Sintaxis y Ortografía; solicitamos prestar especial atención sobre
estos aspectos de redacción en la confección de los artículos
-Temática: se sugiere priorizar todos aquellos temas que puedan
considerarse de interés general
Una vez evaluado el artículo en el contexto de la edición, y de
aprobarse su inclusión, el B.S.E abonará al autor la suma de $2800 (dos
mil ochocientos pesos), cuyo pago se efectivizará al momento de la
publicación.

FORMA DE ENTREGA: enviar el trabajo a almanaque en bse.com.uy con los datos
de los autores.
