En lo personal, me parece una buena cosa y solicito entonces autorización para firmarla (en caso que estén de acuerdo, sería bueno también que leyeran con cuidado el inglés, pues ya viene escrita por Rafael, siguiendo las directivas de un colega, como verán, y no sé que nivel de correcciones haya tenido; además, yo no soy ducho en inclés lo suficiente como para hacerlas).

Te escribo porque unos colegas me escriben para participar de este proyecto. Participar es 'gratis' para la UdelaR y permite que el proyecto, si sale, pague pasajes a gente del CMAT para ir a las universidades que participan del proyecto. 
El CMAT tiene que comprometerse a ofrecer un lugar para estar a los visitantes si estos eligieran venir a visitar UdelaR (pero tiene discrecionalidad en aceptarlos o no, en la práctica, es nada, simplemente decir que está ok que vengan los visitantes; hay algunas personas bastante buenas en el proyecto). 
Vos podrías firmar la carta que te adjunto (la escribí con las indiciaciones de esta persona que copio abajo) y mandarmela?

  Hola,  Te mando un email que mandé a Buenos Aires antes (con UBA en vez de U de la R, claro).  Hay dos cosas: una, todo el departamento puede viajar. Por esta razón, la carta tiene que ser en un formato específico y para todo el departamento; hay un modelo abajo del todo.  Lo otro, si puedes preguntar al resto de gente si hay alguien más interesado en usar la beca -- a este fin, habría que rellenar la tabla adjunta. Como dices, me hago cargo de que a cuatro años vista, quién sabe, pero es de manera aproximada. Los estudiantes de doctorado también pueden viajar, a todo esto.  Si tienes más dudas, dime sin problema.  Javi

Le escribo porque estoy en proceso de pedir una beca RISE (Marie Curie), y la U de la R ha sido seleccionada como uno de los destinos elegibles por los investigadores de los nodos europeos. Además, este tipo de beca permite que los investigadores de U de la R realicen estancias en cualquiera de los centros europeos del consorcio. Toda esta información está detallada debajo (como parte de un mensaje que he mandado de manera más general). 
Si estuvieran interesados en participar en esta beca, la cual no tiene ningún coste asociado para la U de la R, necesitaría antes del 10 de abril: 
1. Una carta, firmada por el dtor de departamento, según el modelo de abajo. 
2. Una previsión, en el formato de la tabla adjunta, de los investigadores U de la R que estarían dispuestos a realizar estancias en Europa, y la duración y destino de las mismas. 
Creo que es muy buena oportunidad, y espero que puedan aceptar. 
Como le digo, le mando información más detallada abajo.

I'm writing because Stefano Francaviglia (Bologna) and I are putting together an application for a RISE grant, one of the Marie Curie actions from the European Union. In short, RISE allows research stays of UBA researchers at EU universities, and viceversa, each of at least one month and a maximum of six. 
Our proposal is called INTREPIDS (Innovations around topology, representations of infinite groups, and dynamical systems). It has seven subtopics, namely: 
1. Geometric and computational aspects of group theory (led by Francaviglia, Bologna) 
2. Symmetric spaces and representations of infinite groups (Iozzi, ETH) 
3. Quantum invariants in topology (Funar, CNRS) 
4. Dynamical systems (Hubert, Marseille) 
5. Complex, Kähler, and algebraic geometry (Eyssidieux, Grenoble) 
6. Geometric structures on manifolds (Frigerio, Pisa) 
7. Interactions between geometry and PDEs (Peralta, ICMAT) 
The idea is that anyone (reasonably close to one of these topics, so a lot of people) from one of these univerties will be allowed to travel under this grant which, if funded, would be operative in 2021-2025. 
UBA has been named as one of the desired destinations by the people we have asked, so we would like you to invite you to join. In fact, in the case of UBA, researchers from UBA will be eligible to get funding to visit one of the European nodes (not any of the non-EU ones). 
In practice, the nodes include: any university in Madrid (through ICMAT) and any university in France where there is a CNRS person.  
If interested, all we need from you is an electronic letter from the Chair saying that your department is interested in participating, and that you're willing to give visitors access to a desk, the internet and the library.  
The text in black must appear in its totality and with no modifications; the text in red can be modified to your needs. I've included some text that was written by one of the partner institutions in a past project that was funded, in case if helps. Feel free to use it.
